This has often meant stepping into moments of growth or transition to bring clarity, structure, and momentum, while focusing on real-world solutions. Joseph Haverstick, CPA, MBA, PMP is the Vice President at Vetera Analytics, bringing senior-level federal financial management, governance, and advisory experience across healthcare and large public enterprises, informed by prior experience in public accounting at PwC. A licensed Certified Public Accountant with multi-state practice authority, he specializes in financial policy, internal controls, and executive decision support. Joseph’s background includes leadership roles overseeing enterprise financial operations, financial management policy, and large-scale transformation initiatives within complex public-sector environments. His experience spans financial governance, control design, and decision support for senior executives navigating accountability, operational risk, and organizational change.

Colin Harrelson brings more than 18 years of federal financial and operational leadership experience within the Veterans Health Administration. His career progressed from local medical center finance roles to regional oversight and culminated in his service as VHA’s Director of Financial Analytics. In this role, Colin led the design and deployment of enterprise budget execution tools, standardized reporting, and data governance frameworks used across VHA. He also served as a senior program advisor for the implementation of VHA’s new enterprise financial system, supporting one of the largest financial system transformations in federal healthcare. As Chief Operating Officer of Vetera Analytics, Colin oversees firm operations, delivery execution, and analytic enablement.

Her career progressed from local medical centers to regional oversight and culminated in her role as Associate CFO for Cost Accounting at VHA. In this role, she led enterprise cost accounting strategy and the development of modern cost allocation models supporting a healthcare system with an annual budget exceeding $160 billion. Janine partnered closely with executive leadership to modernize cost accounting processes and provided critical financial insight supporting VHA operations during the COVID-19 pandemic
Rachel Mitchell

Rachel Mitchell, MBA, brings more than 30 years of senior federal financial leadership experience across the Veterans Health Administration and NASA. Her career advanced from local medical center finance roles to regional oversight and culminated in her service as Deputy Chief Financial Officer of VHA. As Deputy CFO, Rachel led nationwide financial operations including budget formulation and execution, accounting, revenue operations, and financial policy. She regularly briefed Department of Veterans Affairs senior leadership and congressional staff and served as executive sponsor for the deployment of VHA’s new enterprise financial system, successfully replacing a legacy platform in 2025. Rachel’s leadership experience spans organizations with tens of thousands of staff and budgets exceeding $160 billion.
